The Malaysia Network of the International Women's Insolvency and Restructuring Confederation (IWIRC Malaysia) welcomes the passage of the Cross-Border Insolvency Bill 2025, which adopts the UNCITRAL Model Law on Cross-Border Insolvency.

This marks a significant step in strengthening Malaysia’s insolvency regime and aligning it with international standards. The Bill introduces a clear framework for recognising foreign proceedings and fostering cross-border cooperation—promoting legal certainty, investor confidence, and more effective restructurings.

IWIRC Malaysia congratulates the Honourable Minister in the Prime Minister’s Department (Law and Institutional Reform), YB Dato’ Sri Azalina Othman Said, for her leadership in championing this reform.

We are also proud that IWIRC Malaysia member Chua See Hua served on the Cross-Border Insolvency Working Committee, contributing to the development of this important legislation.

Our Co-Chair, Fiona Foong, was also cited in Global Restructuring Review’s article on the Bill’s passage, calling it “momentous” and affirming that it “reaffirms Malaysia’s commitment to harmonizing cross-border R&I proceedings.”

As a network committed to supporting women in the restructuring and insolvency space, IWIRC Malaysia looks forward to playing an active role in its implementation and in fostering greater participation from women professionals.
