Professional Bio:

Kathlene Burke is a restructuring law expert and independent advisor with extensive experience in cross-border insolvency, restructuring, and enforcement matters.  She is admitted to practice in Ireland, the United Kingdom, the United States, and the BVI and has held roles at leading international law firms in Dublin, London, and New York. Her practice and advisory work focus on the legal and procedural issues that arise where restructuring processes require recognition, enforcement, and coordination across common-law jurisdictions, particularly in judicial and court-facing contexts.

She is currently an independent advisor to the Government of Argentina, where she is leading a senior advisory group on a comprehensive national bankruptcy-law reform initiative. Her work encompasses comparative analysis of Irish insolvency law, U.S. Chapter 11, UK Schemes of Arrangement and Restructuring Plans, and EU restructuring regimes to develop judicial processes and a statutory regime aligned with international best practices.

Kathlene is the Founder of MaikCóir Ltd.(pronounced /may·core/), an independent restructuring advisory and technology firm. Through MaikCóir, she combines high-level advisory work with the development of technology solutions designed to democratise access to bankruptcy and restructuring, enhance transparency, and strengthen institutional capacity across jurisdictions.

She is deeply engaged in international insolvency policy and thought leadership. Kathlene serves as Chair of the CERIL (Conference on European Restructuring and Insolvency Law) Delegation to UNCITRAL Working Group V (Insolvency) and is invited to speak at United Nations forums on cross-border insolvency, enforcement of insolvency-related judgments, and enterprise-group restructurings. She has held senior leadership roles within IWIRC, including service as Co-Chair of the Europe and London Networks, and as EU Regional Director at IWIRC International, and continues to contribute to the organisation. She is also a frequent speaker and commentator for International Insolvency Institute, INSOL Europe, Global Restructuring Review, and Debtwire articles, podcasts and conferences.
